The simple answer is you wouldn't think of India or Africa, but think about hybridization process. When you hybridize the equivalent of Indian girls with brown skin and black hair, what would happen? They start looking more European, as their hair turns blond or is bleached of color. In the case of this cover, Daksha Padmasree retains her brown skin but her black hair is now blond. If you remember, Daksha gets renamed "Katja Tymoshenko" after challenging her commander, Kasia, to a duel. Kasia wins, and because she badly mispronounces "Daksha Padmasree" (Kasia was raised speaking the equivalent of Polish), she simply calls Daksha by a name she can easily pronounce: "Katja Tymoshenko". I guarantee if you were to photoshop in black hair for Katja her Indian-ness would be much more obvious.
